Delgado, Christopher L.. |
This paper looks at the often conflicting changes, frequently shaped by foreign institutions, that have affected policies for agricultural development in most Sub-Saharan African countries since the 1960s. Reviewing past and present paradigms, Delgado contends that none of the strategies, including today's, has provided a "magic bullet" for solving Africa's development problems. He argues that a new resolve by Africans to solve their own problems and a new willingness of international entities to invest heavily in African institutions hold the greatest hope for future development planning. |

An analytical framework to assess the effects of changing income and socio-demographic distributions on aggregate food demand functions in transitional economies is presented. Ignoring such distributional effects can lead to biased estimates of aggregate demand elasticities. The proposed method is applied to Chinese urban household expenditure survey data. The results indicate that the drastic distributional changes that have occurred in China have had notable effects on estimated demand elasticities for both food and non-food commodity groups. |

This paper examines the extent to which the Uruguay Round's implementation and other policy reforms are likely to alter the fortunes of Australasian and other farmers. It finds that, compared with other structural adjustment pressures, the Uruguay Round per se is likely to have a positive but relatively minor effect. Nonetheless, the net gains are likely to be very substantial relative to the efforts expended by the Cairns Group to ensure agricultural reform remained in the final agreement of the Round. Those gains will be larger the more the Cairns Group remains vigilant in ensuring (a) that the promised cuts in protection are actually implemented, (b) that the reforms are not accompanied by the imposition of compensating support policies and (c) that... |

The objective of this paper is to derive lessons from selected literature concerning the impact and the conditions of successful agricultural input market reform. The agricultural inputs of interest in this review are: fertilizers, seeds, agricultural equipment, pesticides, and livestock services and health inputs. The paper examines the rationale for market reform, its impact on growth, productivity, and income of farmers, and the conditions for success. Six main conclusions emerge from this review. First, market structures are the result of evolutionary processes that accompany the adoption and the diffusion of modern technology in agriculture. Second, the development of markets and private sector cannot occur unless an adequate infrastructure is in... |

The interface between RS-CRAM and the environmental component of the integrated modeling system is described for crops, crop sequences, and management systems representative of western Canada. An experimentally designed set of EPIC simulations were performed to generate erosion output that was used to construct wind and water erosion metamodels (response functions). The results of the EPIC simulations indicate that wind and water erosion would be the dominant erosion problem over most of Saskatchewan and Manitoba. For Alberta, water erosion was predicted to be the dominant problem, except for the southern portion of the province. Erosion impacts were sensitive to tillage and cropping patterns. EPIC-predicted yields did not vary much across tillage, a... |

The reform of the Common Agricultural Policy (CAP) adopted on 21 May 1992, to be implemented by 1996, anticipates some essential features of the 1994 Uruguay GATT Agreement to be implemented between 1995 and 2000. Together these two events will change substantially, and sometimes reverse, the past trends in the EU agricultural policy, and generate unprecedented changes in production, trade, as well as in producers and consumers welfare, creating conditions for a more timely structural adjustment. This paper will first outline the new scenario of agricultural policy in the EU in order to better devise its likely impact on the economy, namely on income distribution, on resource allocation and on the natural and social environment. A third part of the... |

Mesoscale weather networks can provide improved weather information to agricultural producers. This technology can potentially improve production decisions, reduce irrigation and pesticide inputs, and reduce weather-related losses. Developing a mesoscale network to disseminate real-time mesoscale weather information requires a substantial investment. In addition, there are costs associated with maintenance of the system and distribution of the information available. While public funds may be available to support initial development of the system, there may be less public support initial development of the system, there may be less public support for maintaining the system and subsidizing users' access to the information. This study uses the contingent... |
